Step‑by‑Step Licensing Process in India for Foreign Medical Graduates (FMGL)

To practice medicine in India after completing an MBBS in Kyrgyzstan, an Indian student must successfully clear the National Exit Test (NExT) / Foreign Medical Graduates Examination (FMGE) and complete a mandatory internship in India.

The process is strictly regulated by the National Medical Commission (NMC).

Step-by-Step Licensing Process in India

1. Obtain your Degree and Internship Certificate Abroad

  • Complete your 54 months of academic study plus the 12 months of mandatory internship at your Kyrgyz university.

  • Secure your official degree, transcripts, and provisional registration from the host country.

2. Get Documents Attested and Apostilled

  • Have your medical degree and certificates apostilled by the Ministry of Education and Science of the Kyrgyz Republic.

  • Ensure they are verified and cleared by the Embassy of India in Bishkek.

3. Register and Pass the Licensing Exam (NExT / FMGE)

  • Apply for and clear the Indian licensing exam. As per current rules, foreign medical graduates must clear this exam to test their clinical and theoretical knowledge.

  • The exam is highly competitive and is mandatory for all foreign medical graduates.

4. Complete a Compulsory Internship in India (CRMI)

  • Once you pass the licensing exam, you must apply to a State Medical Council for a provisional registration number.

  • You must complete a Compulsory Rotating Medical Internship (CRMI) for 12 months (or up to 2 years depending on prevailing NMC notifications regarding clinical deficit corrections) at an NMC-approved hospital or medical college in India.

5. Obtain Permanent Registration

  • After finishing your Indian internship, submit your completion certificates to the State Medical Council or the National Medical Commission.

  • You will be granted a Permanent Registration Number, allowing you to legally practice medicine, set up a clinic, or apply for postgraduate (MD/MS) seats in India.

Critical Compliance Reminders

  • The NEET Rule: Your practice rights will be completely void if you did not qualify for NEET-UG before or during your admission year to Kyrgyzstan.

  • The "Same-Year" Rule: You cannot skip the internship phase in Kyrgyzstan to do it only in India. The NMC mandates completing a full internship both in Kyrgyzstan and in India.

Expected NEET Qualifying Cutoffs (General Trends)

To study MBBS in Kyrgyzstan, Indian students do not need a high NEET score. You only need to achieve the minimum qualifying cutoff percentile set by the National Testing Agency (NTA) for that specific year.

There is no competitive merit score required because admissions are not based on rankings, but rather on eligibility.

While the exact qualifying marks change slightly every year based on the difficulty of the exam and student performance, the expected scores generally fall into these brackets:

  • General / EWS Category: 130 to 140 Marks out of 720 (50th Percentile)

  • OBC / SC / ST Category: 105 to 115 Marks out of 720 (40th Percentile)

As long as your scorecard reads "QUALIFIED", you are legally eligible to take admission to any NMC-approved university in Kyrgyzstan.

Key NEET Validity Rules for Studying Abroad

3-Year Score Validity

  • Your qualified NEET scorecard is valid for 3 years for admission to an MBBS program abroad. For example, if you qualify for NEET in 2024 or 2025, you can use that score to secure your admission in Kyrgyzstan for the 2026 academic year.

No Score, No Indian License

  • If you do not meet the minimum qualifying cutoff mark, do not take admission abroad. Even if a university in Kyrgyzstan accepts you, the NMC will permanently bar you from sitting for the licensing exam (NExT/FMGE) to practice in India upon your return.

Kyrgyzstan operates two distinct admission cycles for the 2026 academic calendar year: September Intake (Primary Fall Semester) and February Intake (Secondary Winter/Spring Semester).

September 2026 Intake (Main Cycle)

This is the preferred timeline, housing roughly 90% of available international seats.

  • Applications Open: May 15 – June 2026

  • Absolute Application Deadline: August 31, 2026 (Some private universities extend to mid-September)

  • University Invitation Letter: Issued within 7 to 15 days of applying online

  • Visa Processing Window: August to September 2026

  • Final Flight Departure & On-Campus Enrollment: Mid-to-Late September 2026
